In memory of Officer Francis Kowalski
Chester Police Officer Francis Kowalski was fatally shot on Dec.16, 1929, at the Lincoln Restaurant, Third and Flower Streets.
At 29, he was one of the youngest members of the force. John Pierce, 30, of Virginia, was charged in connection with the slaying that occurred when the officer responded to the restaurant to investigate a fight. The officer apparently got caught in a dispute, which started over a slap in the mouth, involving Pierce and John Miller, the brother of the owner of the restaurant.
Kowalski was married and had two children
